If you use a dash cam to invade someone’s privacy, you may fall foul of the law.

Leaving aside cars for a moment, just how many HGV’s with factory fitted all round cameras traverse the roads of Portugal everyday?
Yes, here in France it is illegal to video or photo anyone in public without their permission, for instance a security cam in your garden must not show people outside the gate, but it is all about intent and I have never heard of anybody being prosecuted for using a dashcam.
A good job too, I have lots of videos on YT often taken from dashcams.
same as in Deutschland. You have to be extra careful using a dashcam there especially if stopped by the police, they don’t like it at all. But it’s not actually illegal in itself, but what you do with it.
