That looks like Russian to me. So they have never been taught how to drive properly in the first place 
Secondly, it looks as if they have come down the wrong slip road,
which would suggest bad sign posting (unintelligible?) to me.

After a bit of a think, someone said this is in Spain…
So surely the sensible thing to do, rather than backtrack, would be to go to the previous junction and come on there, right?
I bet there’s a whacking great toll at the booth at the previous junction and they are all doing it to avoid paying it!
