Scrap that it means the following:
The additional, independent motion signal is missing or not available.
So that’s as clear as mud really direct from VDO documentation.
In other words I think it means it is unable to register the vehicle is moving. Something along those lines I guess.
It seems to be a combination of both my posts.
Have you rolled the vehicle a short distance at all with the ignition off?
Doesn’t this come up after your broken down combination has just been towed by a wrecker any distance? 
The truck did have electricity issues before it was released to us and I believe it was dragged to a dealer

Try taking the magnet off the gearbox.
