I think the gov could aford to by there own i dont see the need for them to rent one,that would mean fake ids and other stuff which cost money,and they would have to account for that more propergsnder from the bbc, take it with a pinch of salt.

Plenty of 18 tonners on ebay for a couple of grand clone the numberplates off another truck of the same make and model, ideally from an operator on green and they’re good to go. A lot of companies don’t bother removing the livery so if you got an old supermarket chain wagon, off ebay or an exporter, still liveried with some numberplates that show tax and insurance I would think the chances of any of the authorities batting an eyelid would be small.
That’s probably where the risk is rather than hire companies.
