Can i apply for a digital tachograph card before passing my lgv test or does it have to be done as soon as I passed

You don’t need it for your training/test. But all vehicles needing a tacho registered from May 2006 are fitted with digital tachos so there’s a fair chance you’ll need it for work.
The only downside - and it’s insignificant IMO - is that the 5 year life of the card is ticking away when you’re not going to be using it. But hardly to get upset about.
So I would advise getting it as you approach your training.

I applied for mine before I’d passed my test, it only took 5 days to arrive. Thought I might as well one more thing dealt with
