I think you’d need to do “core” & class 8 but if you’ve the time & the money, you might as well do classes 2,3,4,5,6,8 & 9 + packages & maybe tanks as well.

The 1,000 you’ve mentioned relates to litres if the stuff is a liquid, OR it relates to kgs if the stuff is a solid.
The actual weight of a liquid isn’t relevant in ADR, but you can’t ignore it when it comes to considering axle weights and GVW.
The 1,000 exemption doesn’t apply to all dangerous goods though.
For some substances, the exemption limit is 333kg/ltrs.
For other substances, the exemption is only 20kg/ltrs.
The exemption depends on how dangerous the substance is.

From the info you’ve given, your minimum ADR licence would be:
Core + Packages + UN Class 8
