What about instructions in writing and the correct fire extinguishers and spill mats. Maybe a dangerous goods advisor could confirm. Thanks

You’re right so far, the driver is going to need an ADR Card valid for at least UN Class 3 and Tanks.
The owner will need to appoint a properly qualified DGSA, but I foresee a few other hurdles that will need attention first…

The first two are correct, but there’s no requirement for spill mats.
More to the point though, the tank will have some kind of permanent plate on it (just like last time you asked an ADR question, ) so a picture of the plate would be most helpful this time please.
In the absence of the info that I need to give you a good answer, I can only give you the guidance that the tractor will need to be ADR “FL” spec and there’s no exemption that I can think of that you can use for the journey you have in mind.
I think the best way forward for moving that amount of diesel would be if you could carry it in 3 X 3,000L IBCs on a standard flatty because it would be far less trouble as well as being cheaper for you/your boss in terms of ADR compliance.
Thanks Dave, I’m puzzle as to why a spill kit is not required! What would happen if there was an incident on the highway and I couldn’t control any sort of spill! I will send you some images tomorrow.

There is a requirement for a collecting container as well as some other things, but no actual requirement for a spill kit.
However, some companies voluntarily put spill kits on their vehicles as a matter of company policy.
The pic that’s needed is of the corrosion resistant metal plate that’s permanently attached to the tank and has etched or stamped info on it.
Whatever is on that plate, I’ll predict that you’re probably going to have an issue with the tractor.
