It appears that the drums are labelled correctly as zinc based liquid.
Wheelnut could it be that once they took the drums off the wagon before
they stored them away , that these signs were put on, I have a had look but can
not find any more pictures, but if they had been so signposted then why did
they get the drums checked out ,according to the german translation and english
the drums were not correctly marked up at the time,

I understood the drums were leaking but the driver didn’t have any documents for them, doesn’t the Google translator say that the contents were unknown
the papers state that they drums were not correctly marked up and that the Driver
was not informed that he was carrying ADR–HAZ goods, Not having a police report
one has to read the wording over and over again, as if may have been that the product
name may have been on but no ADR-HAZ signs at all, The worst thing is that this driver
if he had been involved in a accident what could have occurred , If the investigation proves
these people responsible are in the wrong, then lets make a example out of them
to try and scare off others from copying them,
another point over here drums are normally not put on pallets like that shown,

I had an idea that this post would go in a certain direction once ‘google’ translate was involved.
Anyway Malc, here’s the key phrase for your question:
(To break the ‘google’ encoded version, I pasted the top link into a new window and read the original German report. )
160 Fässer mit zunächst unbekanntem Inhalt…
In a google-free zone (
,) this translates as:
160 drums with initially unknown contents OR
160 drums, the contents of which were unknown at first.
