Not quite sure, but I do know that if a large amount of milk happens to make it’s way into a lake or pond etc, it can kill aquatic life as it de oxygenates the water. So a milk spill might be treated as if it was a chemical spill.

There is as much bacteria in your mouth, as there are people on the planet (more than 700 different species of mouth-dwelling microbes), think about that next time you forget to brush your teeth.
You don’t need adr for milk it’s classed as food product as are chocolate cooking oils wine beer honey glucose fruit juices and many others defo no adr needed
No ADR is needed for a milk tanker.
There are many substances, such as lube oil, screen wash and anti-freeze that can be carried in a tanker by a non-ADR trained driver, then there are all kinds of other foodstuffs as mentioned by nedbro above.
An ADR licence is only needed when the goods carried meet the legal definition of one of the 9 UN Classes of dangerous goods.
For all other goods, just load and go.
It’s not just that it’s foodstuffs that gets a driver off needing an ADR licence, because there are Phosphoric Acid and Acetic acid.
Both are foodstuffs, but in their neat form, they’re both corrosives of UN Class 8.
