According to Commercal Motor (26 Jan) there’s a european agreement not to impose duty on it, although it is subject to VAT.

Urea is CO(NH2)2. It’s injected into the exhaust to break down the nitrogen oxides (NOx) into water, carbon dioxide and nitrogen.
