On some low loaders, trombone trailers etc, the rear wheels are controller manually from the rear by the drivers mate with a remote control.
Are there any specific requirements such as the second man needing a HGV license as they are in effect steering the vehicle, or is it just on the job training?

I would say he’s not steering the vehicle he’s assisting with the movement of a load .
Then you go to a motorised trailer that has No prime mover which then probably comes under the heading of Plant .
