It would only work in so much as to make sure vehicles are parked with lights on. Massive fines and disqualifications aren’t going to stop a drunk or driver with poor vision crashing into you wether you’ve lights on or not.
Just for the record, I don’t disagree that they should have lights on but I think the penalties are adequate it’s just it needs policing.

word is the girl who crashed passed her test only 3 weeks before. the crash was half eleven at night . awful whatever way you look at it

The lay byes on the A500 s/b near J15 of the M6 were permanently closed a couple of years ago after several car drivers had been killed by running into the back of trucks at night.
