Hi fez, as much as it pains me to say this… YES, the transport office were quite correct. 
Anything with 1.4S on the boxes can be carried in any amount by an untrained driver, and no orange boards are necessary. Strangely, 1.4S also includes some types of small bullets, quite a variety of fireworks and some types of signal flares.
The reason I say “in any amount” is because class and division 1.4 with compatiblity letter ‘S’ are in ADR transport category 4, therefore there is no limit.
