The RT(WT)R are do not stipulate the length of break for the 6 hour rule it just says that you’re working time should not exceed 6 hours without a break.
As the minimum break that counts for the road transport working time regulations is 15 minutes that is the length of break that’s assumed to be required.

Breaks
7. - (1) No mobile worker shall work for more than six hours
without a break.
(2) Where a mobile worker’s working time exceeds six hours but
does not exceed nine hours, the worker shall be entitled to a break
lasting at least 30 minutes and interrupting that time.
(3) Where a mobile worker’s working time exceeds nine hours, the
worker shall be entitled to a break lasting at least 45 minutes and
interrupting that period.
(4) Each break may be made up of separate periods of not less than
15 minutes each

So the answer to your question is that none of the times you’ve given is the correct answer

If you are seeing 20 minute breaks mentioned then you are reading the wrong version of the WTD.

True but what version of the WTD mentions a 48 minute break

I’m guessing that was the red herring answer.

Where did this question come from though?
If it’s a company questionnaire, to check drivers knowledge, or something similar then whoever wrote the question is a trumpet. Well, whoever wrote the question is a trumpet anyway.
The correct answer, as you thought, is 15 minutes.
The answer they want is 30 minutes.
