now the problem is when i plug it in the cig socket and plug the charger in my lappy im get a phasing voltage you know a positive waveform but its phasing in and out instead of a constant positive charge.
the voltage is well in range and the its 15 amp max which is well in with the invertor.

mine was doing the same as yours with a invertor from halfords so i took it back & tried 1 from local motor factors & that was same,so i ended up getting one from aldi half the price of the others & bingo works a treat.
