a lot of trailers with lifting axles only have spring brakes on the non lifting axles…the lift axle still has chambers but not the large spring brake type.
And sometimes the third axle has 3 air chambers on it, one of them operates the lift axle, or it may have a separate air bag to lift the axle using a fulcrum
