That sounds good and simple to achieve, but they would not generally have facilities.

Why no facilities?
If a council allow large companies, with lots of truck traffic to build and operate, they should take enough money from them to provide parking, basic toilets, and maintenance/cleaning. Why isnt it law to provide such? Nothing is free. Companies might have some excuse not to provide parking on their own land (but even that is arguable) but they use trucks, so they must pay for their supporting infrastructure. Dont let councils race to the bottom trying to attract business, make minimum provision a legal obligation.
Once again the old mantra about “the market providing” has failed. Business doesn`t care so we need law.
