Been around a long time in some similar form:
They look like 14.00 x 20’s to me, we used to get them in now and again, typically fitted to heavy haulage or mobile cranes of the day, mobile crane wheels were something else entirely to deal with, only about 2" of tyre showing above the outer edge of the wheel, the design allowed the tyre to compress with the crane in use.
