It’s exactly the same as insuring your car - except for that being a legal requirement.
The insurance company takes £■■ from ■■ drivers and expects to pay out £■■ on claims.
If that’s a “hedged bet”, so be it.
The fact is that no-one has ever complained about the scheme except for one or two wishing they’d taken it up.
