Unless it’s broken you’re planting your foot to the floor when pulling away which theoretically would give you enough speed so that 7th is the next appropriate gear. A lighter touch on the pedal will probably put you in 6th after 4th or, if you’re loaded, probably 5th. Volvo I-shift is renowned for wanting to change you up and put your revs down in the hundreds at any given opportunity though - particularly annoying when you’re pulling out of a tight junction on a slight incline with a fully loaded trailer as they have a bad habit of changing up a gear whilst the trailer tyres are still scrubbing in the turn, thus bringing you to an abrupt halt in the middle of the road until it changes back down again.

There are a good box but you have to drive them how it wants you to drive, rather than how you want to drive it to get the best out of them. Alternatively there’s M mode as griffin says above.
