Seems to be unknown, but it’s often attributed to a speech by Joseph Goebbels in 1933.
Whatever it’s origins, its use and wiliness by so many to unthinkingly to repeat it, makes me think of the mantra’s peddled by emerging totalitarian regimes to brainwash their citizens and to persuade them that the new laws are to stop the subversives, not to curtail their freedoms.
