It’s is purely part of Boris’s poker bluff with Brussels that he is quiet OK with and suitably prepared for a crash out at the end of the month even though he is anything but, in order to try for a better deal.
Failing that, if he has to do a u-turn and ask for another extension then such messages are there to allow him to blame everyone else but himself for the failure in the upcoming election rather than being found dead in a ditch.
This will hopefully convince the Hard Brexiteers to stick with him and not vote UKIP/ Brexit Party or else it’s P45 time for him at No. 10 and I have been told he hasn’t even unpacked all his boxes yet.
All government departments have been ordered to put out similar messages over the last few weeks and most of the no deal spending is just on advertising and messaging rather than actual preparation.
Considering his hand of cards is total crap (minority government and the Benn Act) I would say he is playing quite well so far.
