That’s Hook Road not East Street doubtful if that bridge 15’ 6’’ all across the marked width anyway.
I certainly never used it between Ewell and Epsom with a high load even at less than that height.I either used Waterloo Road they are straight not arched bridges or went through Ewell Village or used the Ewell By Pass to Ruxley Lane.
The height there should just be marked at 13’ both at the bridge and the advanced warning signs at East Street.

What was the van waiting there for.You know the bit of the road that the truck needed assuming there’s actually 15’6’’ of height across sufficient width of the arch of the bridge ( doubtful ) to the point where the default choice for me was either use Waterloo Road or go round through Ewell Village or Ewell by Pass to Ruxley Lane with a Drott let alone a Muir Hill among other high loads on the multi lift deck. 
It’s clear that the truck driver was fooled by the stopped van and the 15’6’’ advanced warnings on East Street related to the anything but 15’6’’ arched bridge on Hook Road.

My guess is traffic, in the same way less educated road users pull across pedestrian crossing, road junctions, roundabouts keep clear markings. Blocking access for vehicles/pedestrians that can actually make progress. (ooh you’ve touched a nerve their, mate!)

The ‘positioning of the van’ as in WTF is it doing there you know where the truck needs to be.
Or at least ‘would’ need to be if the bridge is really 15’6’’ even across that marked width ( doubtful ).
Although according to the advanced warning signs it’s not an arched bridge at all anyway.
The truth is the road signage is needlessly leading drivers of high vehicles into a dangerous situation.At least those who don’t know the local area well.
Yes in an ideal world the truck driver would have approached at 10 mph and then stopped well before the bridge when he saw the van stupidly stopped where he needed to be to even stand a chance of getting through there.
Meanwhile all he needed to do was use the Waterloo Road bridges or much better use the Ewell by Pass to cross the rail line.Then he’d still have a job.
