So, there is a fatal four - drink-driving, not wearing a seatbelt, using a phone and speeding. The fifth thing - watching a DVD - only caught two people.

So it’s not “easy money” at all - the link between the ticket any any increase in the police budget (let alone the copper’s wages) is at best tenuous, in practice non-existent.
Put it this way, if I was your employer and I offered you a task doing something that might increase my income by .0000000001% on the understanding that if it did, I might apply a similar percentage increase on next year’s wage negotiations, would you think it was “easy money”?
