They take the same risks as everyone else AFAIK because the UK has mutual recognition of penalty points and disqualifications with the ROI now so if they get done here it affects their Irish licence as well.
Whether they know how to get the tacho machine to not show the speed they were doing is another question.

you havn’t read the agreement correctly.
points are not recognised.
bans are only recognised in certain circumstances.
if an irish driver is convicted by a uk court, and banned, then the dvla will inform the irish authorities, and he will be banned in ireland also. however, if an irish driver is banned in ireland by an irish court, and he only has an irish licence, then the ban is only in ireland. it’s the same in the uk.
uk licence, banned in the uk, then that’s the only place you are banned. however if you go to ireland with a uk licence, and are banned over their, then you will be banned over here too.
I wonder where he was going he must have had time to spare if he was only doing 66
You sure he wasn’t letting it role down hill? He might have had weight on.
you dont need the fuse pulled… all you need to do is get it calibrated with smaller wheels on it and then stick bigger ones on and she will do 66mph no problem…

points are not recognised.
They are according to citizensinformation.ie
Penalty points obtained in other jurisdictions
A Convention of Driving Disqualification was adopted by EU Member States in 1998. Ireland’s Road Traffic Act 2002 provides a framework for implementing the Convention. Section 9 is designed to facilitate the entry into force of the framework for bilateral co-operation with other EU Member States in applying driving disqualifications for a number of serious road traffic offences committed in another Member State.
Mutual recognition of penalty points between the UK, Northern Ireland and the Isle of Man already exists. The Government and British-Irish Council are currently examining the recognition of penalty points between Northern Ireland and Ireland. The Attorney General is currently examining the complex legal issues involved.
