because of the dippers on facebook ,the massive of laundered/ribena use,plus the normal attitude to officialdom over here,then its quite normal for the woodentops to carry the squeezy bottle and tube for the on the spot checks whether their meant to or not.
a few years ago for a laugh,i (knew someone),who built a campervan,bunged the tank from a 7.5 tonner in the back,built the kitchen round it after it was plumbed in,then you just filled it till you could se the ribena at the bottom of the plughole and left the normal tank of derv without welding a pipe in as they are well wise to that one.
it was plumbed with aircraft fuel electrically operated solenoid valves with switches on the dash so you could let it ■■■■ white from the main tank if it looked like you were getting tug in case they cracked an injector.

Just let farmers, fishermen etc pay the relevant tax rate at the point of purchase which would leave a paper trail From an enforcement point of view

That’s similar to the situation in New Zealand, all diesel is white and relatively untaxed at the pump so you can fill up whatever you want, tractor, boat, concrete mixer ect.
It’s only when that engine is in something with an MOT (warrant of fitness) does it require its odometer to be monitored. You have to buy blocks of Road User Charge and stay within a pre payed amount of kilometers which is in effect a user pays tax scheme.
It’s not fool proof and does get abused but the penalty for getting caught are very costly.
Commercial vehicles have no choice but to have a sealed hub odometer fitted and tampering with those usually means you win a holiday.
Before long - it won’t be worth pulling up the van with the oil drum and stirrup pump to nick your fuel whilst you sleep in a layby…
The only ones doing any “nicking” right now - are our own retailers - for not dropping their bloody utility domestic and forecourt prices!
The plan used to be (now several years overdue) that red diesel was to be withdrawn completely, making it the same price as DERV, and then legitimate, registered, users would just be able to claim back the additional tax.
