I know you mean driving time not break
When the tachos were designed it seems that the software was programmed to read POA as break for some reason - not sure why but perhaps it has something to do with multi manning using slot 2 
Yes ROG did mean driving time.Some tachos seem to defer to different settings when not driving, wonder if this is done at request of purchaser?

If you mean what the tachograph mode defaults to when the ignition is switched off it can be set to break, other work or POA at the operators request … well request and payment 
The older tachographs had to be changed at a tachograph centre, but I believe the newer ones can have the default ignition off mode changed with the company card, I could be wrong about that though
