There are different standards for windscreen and side-window glass: essentially windscreen glass must not splinter — all windows must be fitted with safety glass. The glass must be maintained so as not to obscure the vision of the driver while the vehicle is being driven on the road.
I read that as the windscreen should be kept clear at all times while in motion, having a defective demister breaches this aspect of the C&U regs.
Absolutely correct, and I am surprised at those that think being in a vehicle which is not capable of clearing the screen/windows is okay, its a straight up offence as above. (nowt to do with health and safety)
Plods used to pot the motorist in winter that failed to clear the ice off the screen, they used to call em sailors as they would just clear a port hole to see through and drive off.
Can you imagine being involved in a fatal shunt with a vehicle like that, and telling the court in your defence “the demisters were defective and wouldnt clear the screen” you would be hung, drawn, and quartered.
The vehicle should be put off the road, end of story.
