Looks like whoever processed the picture has done so with a nod toward something called The Dave Hill Effect (Google him, one of my favourite photographers) which will introduce definition where there is none. Or enhance it rather, sorry Luke I didn’t mean no definition. 
Also as it is a magazine shot, the lighting used will make a big difference to just a regular shot.

Yes I think your spot on. I’ve got quite chunky arms but its just fat! The pic makes it look like I’ve been working out, which I most certainly haven’t. Being a magazine shot its designed to be flattering which is why vain narcissistic me is using it all over the place.
First time I’ve watched a blog of a driver! 
That soooo makes me want my C+E even more, and do something like euro/distance work, (that’s if it’s still possible these days).
