I don’t see it as a big scam. Sounds to me like driver 1 called driver 2 and said I’ll be a few minutes late so would you stick my card in.

Its not a big deal.
But the holier than thou brigade no doubt think they should both end up in prison for it.
It’s a kin to the old clocking in of a Mate or other coworkers , or clocking out in same way , you take turns to either come in early or stay late
