With the young driver scheme (it might not be called that now) you can start training at 18 and drive on your own once you’ve passed
18 is the minimum - but there are NO exemptions from the driver cpc. Whereas, at 21 and over, there are some jobs that don’t require driver cpc.
That’s the only difference. The Young Driver Scheme was scrubbed in 2009 in favour of driver cpc.
