Could be any body,if you dont know who was driver and they can not tell you then go for it,in our family who ever is last in the car drives.

As Quinny pointed out, pepipoo.com/ is your friend here, post the problem on that site and if there is a way to get off or to at least avoid any extra penalties for not replying, this site will have the answer, they are nearly always spot on with their replys and will give you an honest answer to your question
