Sounds like it was a fake VOSA who pulled you in. They would never park you for 13 hours, they may park you for other periods, such as 9 or 24 hours for example, but never for 13 hours because there is no such thing as a 13 hour rest period required by the regulations.

AFAIK as long as you’ve got confirmation of robbery from police you are OK to drive without it just do printout every day and fill the back in like a paper tacho
where were you parked? what truck do you have? some must be easier to access than others

You can drive without the lost, stolen or damaged card for a maximum of 15 calendar days. You can drive for longer in order for the vehicle to return to its premises provided you produce two printouts - one for the beginning of the journey and one for the end.
