HGV Road User Levy Bill 2012-13
They cannot bring it forward untill the `Bill’ has been duly processed and passed and granted through Parliament ,
It is only on its second reading today in the commons.
Only by Royal Assent can it go through and come in ealier iirc.
If one reads the pdf. file , all is explained , and what the expectancy period is to actually implement.
