i will try to explain it in english 
the extra axle is used to prevent the owner to get a ticket for overweight , in holland (maybe also in the uk) there is a weight system build into the tarmac and so the can see how much the total weight of the truck is , with this small extra axle it`s almost no problem to get trought that weight system
