Yes, it looks Turkish, as does the registration - though blurred. And it has what looks like an American Strick frigo trailer and Trilex wheels on the steer axle: both were quite common in Turkey. The Turks are handy with conversions.

Took the liberty of tidying the pic up a bit,hope you don’t mind. Can remember when Spurling’s first made an appearance in Swindon,which coincided with the construction of the then new Honda plant. I presume they were involved with bringing in the machinery from the deep ports. Both long gone. Sorry for the rambling
Front wheels off the piggy-backed unit to get the height down…been there etc.
If chains are needed then to get traction, then it is no wonder they are mucky.
