Only if it was necessary for much of the time.
Where it is only necessary for perhaps 1 hour every weekday then it would not be prudent to do so

Every crash you hear at the raith interchange is caused because of standing traffic in lane 1 with lane 2 and lane 3 traffic running at 70mph. How anyone can say its no safe for standing traffic to be on the hard shoulder instead of lane 1 is beyond me
As for emergency services using the hard shoulder they only do this when the motorway is solid and if the motorway was solid then people wouldn’t be queueing on the hard shoulder.

The problem the traffic network is having now days is because the motorways are getting on in age, it must be at least 40-50 years since they were first built, and we must have about 5 times the amount of traffic or probably much much more to be honest. All you got to do is look what they have done with the relatively new “managed motorway” system running down the hard shoulder because the roads simply cant cope anymore and i expect in 10 years time we will see yet again more roadworks and plans of widening our motorways. I wouldn’t be surprised if in my life time i would see a double decked motorway built either.
The way i live my life is common sense prevails over any enforced laws (to an extent), yes it might be my downfall one day but if anyone thinks that im going to sit in lane 1 stationary when there is a que on the hard shoulder up onto the carriageway they can ■■■■ right off and i will take my chances in court… and probably lose but at least i’ll be alive.
Going along with what THEY say and do is ok ,but do THEY the people who plan road lay outs drive for a living or a large vehicle ,i think proberley not.

Yip. I’ll admit that I use the hard shoulder at this particular junction as an unofficial extension of the slip road when exiting the motorway. As merc says, the amount of accidents at this junction is stupid. And it’s mostly because the slip road being full and the vehicles queuing on lane 1 ending up getting rear ended by someone not paying attention. I too would take my chances getting a fine for using the hard shoulder, rather than queue on lane 1, while lanes 2 and 3 are running at motorway speeds.
