Snap On tools are easily available. Not at the local hardware shop, but I wouldn’t expect that anyway. Some of their range is still US made, but not all.
Screwfix have a range of different quality tools, including Bosch, a mostly German make.
I doubt that any tools are 100% US made, or 100% UK, or EU made.

prat and burnard are british made and you have the international branch that are us made. i belive southbend are still made in usa along with logan. i know jacobs chucks are still made in america as proper rohl chucks are german. VAT is a tax imposed by the UK Gov, as surely all Gov are allowed to do in their own country, on goods sold. It is not imposed differentially on UK and foreign (US) goods.
VAT is applied evenly across the board. It is the UK Gov alone that decides on it.

You get a certificate from HMRC for the VAT and you include that in your next return. So, as long as you’re VAT registered, you effectively get that deduction back.
Regarding the shipping costs, these are not subject to VAT to get to the port of entry. The cost of getting the goods re-delivered is subject to VAT but again this is recoverable when you submit your quarterly VAT return.
To add you seem to have missed the duty + VAT on the shipping cost.

This is a copy of the bill for one of my imports a couple of years ago. These are the charges that you pay outside of the actual bill to the supplier. The VAT is calculated on the invoice from the supplier. The import duty is a percentage of this invoice as well. All other charges are nett. I claim the VAT back through my VAT return, the import duty I need to suck up. From memory I think the import duty was 2% of the invoice price. I hope this helps you to understand how the import system actually works (from someone who participates in this kind if thing)
