Because the bleeding heart socialist and cheap labour Con alliance that is attracting them here doesn’t want to deport them. 
The fact that it can also make a few bob from any unfortunate road transport operations found with them on board is just a bonus.Being that the Socialists are ideologically opposed to the idea of long haul international road transport while the Cons also prefer the idea of big business rail freight while at the same time putting on a good pretence for the small anti immigration Con vote.
