This was despite the fact that I had worked for the Home Office for the previous twenty eight years.Another situation was trying to access HMRC by phone and having to prove my identity through a credit reference agency and failing every time.
There is no legal requirement to have a passport or photo id. Just stuck it to the banks over this. They are obliged to accept a full Birth Certificate, National Insurance number and a utility bill.
