Not quite so.
As I understand it:
The reverse and coupling are still tested, but, they are tested apart from the road test. That can be done by an approved instructor, but not the student`s own instructor.
Road test is still a Ministry examiner.
It is meant to streamline the testing, I think. Once passed only the road part will need a resit if failed, not all of it.
