I am just starting the process of becoming an external transport manager. Does anyone know where I can find an external TM contract template that I could tailor to my specific requirements?

If you can tailor to your specific requirements, why not do it all to your spec from the start? Some will show the duties etc as per Stat Doc and others will be wider ranging. Are you looking for a contract or terms of engagement? IMHO, one is about money and one is about what you do for that money whilst some lump it all into one unwavering document that, on day 2 will need changing as you get asked to do something which was not in the original contract! Then what do you do?
