You are correct. Chlorine is UN1017. UN Class 2.3+5.1+8.

Go to page 4 and as Chlorine is a 2.3 you should have (as a driver) an emergency escape mask available to you.

I would say that everyone personally involved in this did the right thing. Took the steps required. Big ones, away.

Get away, then put on your emergency escape mask and then get further away, safely, upwind. (Don’t run over any Nuns or kittens if you can avoid doing so).

My advice, if you are operating under IATA rules would be different I admit. IMDG is a whole different subject. For some reason that I cannot work out on the sea/oceans they don’t have a recognised qualification for people to advise on the subject.
