Any new development on previously untouched ground needs archeology doing, it delays everything and creates massive cost implications for developers.
On the plus side the archaeologists spend huge amounts of other peoples money hiring in operated plant to dig trenches and strip ground. Nice easy and profitable work for a plant firm (and therefore it’s driver!)
No doubt they’ll find some rare type of lesser spotted newt or something and delay the works. Some crusty middle class wasters will turn up to protest while the rest of us are too busy working then after millions wasted on delays it’ll go ahead anyway.
