Not under the official UK definition which is the one the government use. No requirement for any further/higher education qualifications. Hell there’s not even a requirement to have attended school at all.

Ah ok, deciding skill level on school attendance is clearly bollox though.

I give you two furniture makers:

Stunner Steve drops out of school at 14 with no qualifications, but spends 30 years working in the family business untill he turns out hand crafted furniture that becomes highly prized and sought after worldwide by the rich and famous.

Meanwhile Dreadful Darren scrapes through his City and Guilds in furniture making at the 3rd attempt (partly due to some generous marking from an assessor wanting to see the back of him) and can’t manage to knock up anything better than the stuff nobody wants in the bargain corner of damaged ex display stuff at IKEA.

According to the Government, presumably it’s Dazza who is more skilled ?
