I think banning someone after 9 points would be a bit harsh.I think 12 is about right,given it takes 4 years to get rid of the points.But as for needing the license for hardship,I dont think thats fair,because if you need to keep your license ,its ultimatley your problem
Points on licence are only valid for 3 years, BUT, they stay on the licence for 4 years
