IMHO, Simon has answered your question, and the only thing I can add to that is that I’m not aware of any other actual legal requirements for fire-extinguishers in any other country.
To my way of thinking, it might be an idea to have a 2kg powder extinguisher on board, on the basis that it’s judged as being capable of putting out a fire in the cab or engine of a vehicle.
