basically just a list of where parking places for ADR can be found
Below is a translation of Spanish into English of the headings from the link,

Column A is the Area and the road it is on
Column Bis the km point
Column C is the name
Column D is the locality
Column E is whether or not lit E means badly lit B means well lit
Column F is whether or not guarded No means no 24 means guarded 24 hours
Column G is the amount of square meters available for parking purposes

At the bottom it says

Note : You may use this list in order to plan your journey and obligatory stops. It is not obligatory to use these parking areas. This list is only a guide and may be revised, and does not pretend to be a complete list and there may well be more adequate parking areas available along the routes than those mentioned in the list.
This is not an official list and the ones marked in yellow are the best prepared for ADR/HAZ use.

When transporting ADR/HAZ throughout SPAIN;;

The Spanish bit just says that it is a list of ADR approved routes when travelling through Spain.
basically the law stipulates that you must stick to Autopistas/Autovia (Motorways & Dual Carriageways) unless there is none available to where you are going.

0000—0600hrs
