As opposed to government transport policy.Why the UK needs less trucks on the road and why we intend to tax,legislate and obstruct them off the road at every opportunity to make it happen. 
Combined with the real world in which new drivers are blackmailed with zb work,because that’s mostly what there is because of the above,to ‘get their experience’ and then get type cast with it forever.Unless their face fits in which case the ‘experience’ issue probably won’t apply anyway.
