Can you double park to unload or not if someone is parked in a loading bay (not unloading)? A traffic warden in Lytham St Annes told me to do so when Mr Persian in his BMW thought a loading bay could be used to get a coffee. I thought you could but you could be told to move if causing an obstruction?
